Southampton boss Ralph Hasenhuttl says he was in favour of allowing five substitutes in the Premier League.
The decision was voted down for a third time by clubs on Thursday.
"We voted for five substitutes, I am always a friend of having more subs," he said. "In Germany I was always positive for it, especially during this [busy] time.
"Having more players on the bench is not really helpful.
"When you have this intense three games a week schedule it is definitely something that could help you."
