Amid speculation over the Dutchman's position this past week, Liverpool's victory over Crystal Palace on Saturday saw them leapfrog Aston Villa into fourth place on the Premier League table and into the Champions League qualifying positions.
Asked about Slot's future at Anfield, Owen told Tribalfootball.com: "I believe Arne Slot will be the Liverpool Head Coach next season.
"With Champions League football almost secured after the Merseyside derby win, this will give Arne slot a lot of breathing space to start planning for next season with who he would like to bring into the squad and look at potential out goings.
"(Hugo) Ekitike is a big blow for Liverpool and hopefully he will be ready at the start of the next season and it’s good to have (Alexander) Isak back, but he isn’t up to top speed yet, so will have to be managed until the end of the season.
"With many factors in reviewing the season, it’s not only on Slot, to other circumstances to look at. But I believe he will be in charge."
Owen insists there's been several factors that have worked against Slot and Liverpool this season after their title winning campaign last term.
He added: "Many factors have transpired as to why Liverpool have fallen away this season. The passing of Diogo Jota, plus also the transfer saga of bringing in Isak which went to the final days of the transfer window. Then also with Isak, as he wasn’t up to speed, it took him a while to get going and didn’t reach anywhere near his potential for this season, plus he had a bad injury as well.
"You have to look at the outgoings as well with Trent (Alexander-Arnold) and (Luis) Diaz, but I think (Darwin) Nunez was a miss as well as he was a handful up front and Liverpool have missed that presence this season. With (Milos) Kerkez coming in at full back, he also took time to settle in, so many changes and maybe too many for Liverpool."
