Rowe joined the Serie A side on a four-year deal from Marseille for £16.8 million last summer, following a fight with former teammate Adrien Rabiot.
The 23-year-old has since become a popular figure with the Italian giants, utilising his explosiveness and technical qualities to score eight goals in 42 appearances this term.
Four of those goals came in the Europa League, too, before Bologna were knocked out at the quarter-final stage by Aston Villa.
Rowe struck in the first leg of that tie, a consolation in a 3-1 defeat, and now his name is being mentioned as a possible target for multiple teams in England's top-flight.
Chelsea have already seen a £35 million bid turned down, while Aston Villa and Manchester United are also tracking the talented forward.
Bologna arguably accept that it's Rowe's childhood 'dream' to play in the Premier League, and what he once said surely put's Chelsea in the driving seat.
"When I was younger, I had the feeling that this was the sport for me," Rowe said via Gazzetta. "I was blessed with talent, and I enjoyed it. Living just steps from Wembley reinforced this belief. The people I've met along the way have brought me to this level, but I firmly believe that everything in life happens for a reason, that there's a plan for my life, and I'm following that plan."
Being brought up close to Wembley means London holds a special place in his heart, and if Chelsea come calling with another bid, he will find it difficult to turn down the 2021 Champions League winners.
