It comes as Steve Clarke left the job following Scotland's exit at the 2026 World Cup, despite signing a two-year contract extension before the tournament began.
The 66-year-old left his position as manager of Panathinakos in June this year after 41 matches in charge.
Asked about his thoughts about taking the reins as Scotland boss, Benitez said: "I am open to international because I have been in a lot of countries and teams. It's a different way, a different approach.
"You have players that go fully motivated, and you can organise a team in a way that they will be proud to (represent) the country.
"It's another challenge, it could be interesting."
The former Liverpool and Real Madrid boss was also asked if he would be interested in that conversation with the Scottish FA.
Benitez added: "I'm open to only good countries, yes."
