The 34-year-old full-back has signed a two-year deal with the Black Cats following the expiry of his contract with French outfit LOSC Lille.
The Belgium international becomes Sunderland's first summer signing ahead of the new season.
Meunier boasts a wealth of club and international experience, with over 550 club appearances and 83 international caps.
After signing his contract, Meunier told the club website: “I am hugely excited and honoured to join Sunderland.
"I'm very happy to be here and to begin this new chapter in my career. The Premier League is one of the most competitive and exciting leagues in the world, and it's a challenge I've wanted to experience.
“I can't wait to get started, meet everyone and play my first match in front of the fans."
The former PSG man will link up with his new teammates as Sunderland prepare to compete in the Europa League next season.
