Marseille have seen coach Roberto de Zerbi and sporting director Mehdi Benatia depart inside the past week.
Bouchet blasted to La Provence: "We need to put an end to 'sorcerer's apprentice' coaches, who believe they can reinvent football and win thanks to their charisma.
"It's all an illusion. Football is played by maintaining a stable team and delivering consistent results.
"Continuously replacing one player with another, without continuity, saps the club's value. OM's strength has always been its coat of arms, the symbol of the shirt.
"We need to stop focusing solely on the first team. The project must start from the ground up: a solid training centre, a clear identity, and a competitive women's team. All the structures must be stronger than the individual men."
On owner Frank McCourt and president Pablo Longoria, Bouchet also snapped: "Longoria has squandered the trust he's built over the years. But the real problem is McCourt: why is he tolerating this situation? We need transparency about the club's project."
