Two goals from Jude Bellingham did the damage for Thomas Tuchel's team in Miami as the Three Lions made it through to their second semi since 2018.
However, it was far from straightforward for England at Miami Gardens, with a host of refereeing decisions called out after the final whistle had blown.
Norway had a penalty shout rejected, a goal ruled out for a foul after a VAR review, and the ball appeared to hit the stadium's overhead 'spider cam' in the build-up to Bellingham's first goal.
The issue with the camera was flagged up to the officials mid-game, but FIFA later confirmed the in-ball chip had not been activated to signal contact, as referee Clement Turpin came under fire from Norway fans and their frustrated manager Stale Solbakken.
As the dust settled after the game, Erling Haaland's father Alf Inge, delivered a sharp response over his thoughts on Norway's exit.
"Well done Bellingham and the referee."
Victory moves England into the final four for just the third time in their history, after losing to Germany in 1990 and Croatia in 2018, with 1966 still their only final win.
Tuchel's charges will go into their clash with defending champions Argentina in Atlanta on July 15 knowing who they could face in a potential final as France take on Spain in the opposite semi-final 24 hours before in Arlington.
