The Turkish giants see Sarr, 23, as a potential replacement for former Manchester United midfielder, Fred, who is set to be on the move this summer.
Talks are now underway between agents for Fener and Sarr.
Sarr has 11 goals and 10 assists in 138 appearances for the north Londoners. His contract runs to 2030.
