The 26-year-old becomes new head coach Cesar Peixoto's first signing and Wolves’ third of the summer transfer window.
Said scored eight times and provided five assists in 37 appearances in the Belgian top flight for Standard Liege last season, his one and only at the club.
Wolves have now confirmed the deal with Said joining the Championship side on a three-year deal, with the option of a further 12 months for an undisclosed fee.
"He's a fast player and one-versus-one running is a very important characteristic for us, so he's one player more to help us build a big family and team to fight," Peixoto told the club website.
"He's a strong guy, quick and athletic. He has the capacity, quality and mentality to adapt and help the team to improve, to win games and do things in the right way."
