Former Olympique Marseille coach Roberto De Zerbi is another coach who has reportedly declined the offer.
Ruben Amorim, formerly of Manchester United, is also on the shortlist.
Saudi Arabia will be in Group H for the World Cup, with Spain, Cape Verde and Uruguay their opponents.
