Jackson has seen Chelsea revoke permission to undergo a Bayern medical in Munich and have recalled him to London.
The decision was made after Liam Delap suffered a major hamstring injury in victory over Fulham in the early kickoff on Saturday.
After the 2-0 win, Blues manager Enzo Maresca was asked if Jackson could be recalled: "I just finished the game, came here and have no idea. We're going to sit now and we'll see. Honestly, I have no idea.
"When you have two strikers, it's enough. When one of them is injured for different weeks, probably it's not enough."
Jackson's agent and former Fulham striker Diomansy Kamara commented on a social media post on Saturday evening with the words: "The plane doesn't go backwards... Munich."
However, BBC Sport is reporting that as it stands, Jackson's move to Bayern is off.
Bayern Munich director of sport Max Eberl told Sky Deutschland: "Chelsea have informed us that they want the player back after we reached an agreement yesterday and to conduct a medical.
"Now the situation is that the boy is in Munich and we have to send him back. That's the current state of affairs, but I can't look into the future."
