The 20-year-old winger reunites with head coach Gary Caldwell after spending last season on loan at Exeter City F.C., where he scored twice in 31 League One appearances.
A versatile attacker capable of playing on the wing or in midfield, Higgins made his senior debut for West Brom in the FA Cup in 2024 and arrives at Wigan with a reputation for pace and attacking flair.
“I am very happy that everything has got over the line - it’s a good place for me to continue my development. It’s a very big Club, and I can’t wait to get started,” Higgins told club media.
“I have worked under Gary Caldwell before. He brought me in on loan from West Brom at Exeter last season and has helped me out a lot with my development, so it was a no-brainer when the phone was ringing.
“He has confidence in me, and it’s a chance to repay him and show him what I can do again.
“Every time I put on the shirt, I will make sure to give my all because that’s what the fans deserve.”
