The Sun says a £4.5bn bid has been tabled by a consortium headed by tech entrepreneur Brooklyn Earick.
The bid has broken up into two parts - £3.3bn for the owners and a further £1.2bn committed to team strengthening.
Earick heads a 12-member group seeking to takeover Spurs. Investors involved include several who also have interests in NFL and NBA franchises in the USA.
The group would also arrive with a guaranteed £250m naming rights deal for Tottenham Hotspur stadium.
An insider stated: "Brooklyn and his team think everything is in place at Tottenham already. Spurs has a world class stadium and training ground, the infrastructure is all in place.
"But with the investment they are ready to make, it will be the final step to turn the club into winners on the pitch as well."
