Thomas Frnak’s side have rejected the Romanian national team’s request to take injured defender Radu Dragusin for the next international break.
Dragusin, 23, sustained an Anterior Cruciate Ligament (ACL) tear during Tottenham’s 3-0 Europa League victory over Elfsborg and has not played competitive football since.
Romania will face Moldova in a friendly and then Austria in a World Cup qualifier as they step up their bid to qualify for next year’s tournament.
Manager Mircea Lucescu kept Dragusin in his preliminary list of overseas-based players for their two October international games, but Spurs are not keen on letting him join up.
Speaking to Fanatik, Lucescu said: "I spoke with him. He was very happy for the national team comeback but I don't think I will call him.
“Tottenham wasn't so happy to let him come now at the national team. He needs one more month to play again. Radu wants to come, but others warned us it is better to let him train with Tottenham now."
