The Nigerian forward has signed a four-year contract with the Dutch club after choosing Utrecht's long-term project over interest from several other teams.
Owen will now look to establish himself and make an impact at the highest level of European football.
“The first time I came here, it immediately felt like a warm bad,” he told the club’s official website.
“I think I’m strong on the ball and I can physically do my part well. I am someone who is creative and loves to create opportunities, assists and goals.
“My goal is to adapt as quickly as possible here in the Netherlands. I want to play as much as possible. Whether that is at Jong FC Utrecht or the first team, it doesn’t really matter to me at the moment. I want to develop myself.”
