Chelsea have already inquired about the defender and have already had contact with his entourage, but their intentions are yet to be confirmed.
Pavlovic has thrived this season under coach Max Allegri, establishing himself as a first-choice after battling for a regular start the previous campaign.
The Serbia international joined Milan two years ago from RB Salzburg for a fee rising to €20m, though the Rossonero now rate him double that price.
Pavlovic has a contract at Milan to 2028.
