The Northern Ireland international,who had previously played in City's academy, put pen to paper to sign a 5-year-deal until the summer of 2031.
After signing the deal with the Premier League club, Charles said:
“To be back at Manchester City is a very special and proud moment both for me and my family.
“I know first hand what a special club City is and I am so excited about looking to the future.
Charles will now join Championship side QPR on loan for the entirety of the 2026/27 campaign.
