Jackson managed to force through a move to Bayern after initially being recalled by Chelsea and denied permission to take his medical after Liam Delap suffered a hamstring injury in victory over Fulham on Saturday.
Jackson rejected Chelsea's orders and remained in Munich last weekend as his agent and Bayern worked overtime to convince Chelsea to reverse their decision.
After relenting, BILD says Chelsea upped their loan fee demands from €15-18m, which again threatened to collapse the move.
However, Jackson then intervened and agreed to waive a major severance payment he was due from Chelsea in order to smooth negotiations.
Eventually Chelsea agreed and the deal was closed within hours of the German deadline falling.
