Having initially demanded £70m from Chelsea to sell Garnacho, United have cut their asking price to £50m.
Talks between the two clubs are continuing, while Garnacho has made a threat to United management over concerns the move could collapse.
Transfer expert Fabrizio Romano is reporting Garnacho has told United chiefs he is prepared to sit out the next 12 months in the stands if he is blocked from joining Chelsea before the market shuts this month.
Garnacho has been transfer-listed by United since the end of last season after falling out with manager Ruben Amorim.
