Penders replaces Djordje Petrovic, who spent last term on-loan at Strasbourg and has since been sold by Chelsea to Bournemouth.
Chelsea and Strasbourg are owned and managed by BlueCo.
Signed by the Blues from Genk in August 2024, Penders spent the remainder of last season with the Belgian club, making 26 first-team appearances. He also received a call up to Belgium’s Under-21 squad.
