Instead, reports the Mirror, a move to Saudi will be an option for the 33 year-old England international.
Al-Nassr and Al-Ettifaq are both interested in Maguire, who can discuss pre-contract terms with any foreign club from January 1.
Maguire said in August: "Last year, the clause was in their hands, so there was no option for me there. There was no talking. It was just that they activated it, and it got extended. This year, obviously I'm up at the end of the year."
