The Dutchman spent eight years with Chelsea, though managed just four appearances due to knee problems.
Van Ginkel joined Chelsea from Vitesse Arnhem in an £8million deal.
He spent last season with Boavista and has been a free agent since his departure over the summer.
Van Ginkel said: “After 16 years I’m saying goodbye to professional football.”
He added: “A journey filled with highs and lows, lessons learned and memories I’ll cherish forever.
“Thanks to everyone who stood by me along the way. Proud of the past. Ready for the next chapter.’
