The Turkish giants have already made an offer to Liverpool and Mamardashvili.
Besiktas' loan proposal does not include a purchase option. However, there will be an option to extend the loan agreement further.
Besiktas are ready to pay €2m for the Georgia international's six month loan.
The goalkeeper's contract with the English club extends until the summer of 2030.
