Mainz chief Christian Heidel insists he doesn't fear the Premier League's cash power.
Heidel insists the criticism of Premier League spending is unwarranted.
He explained: "I cannot understand the scaremongering against England . I do not understand it.
"The sheikh and Manchester City must be laughing themselves silly over these sums.
"Kevin De Bruyne would have gone without the new TV contract to Manchester City."
