Stoke City have drawn up a new transfer strategy after a high-level meeting last week.
The Mail on Sunday says Stoke are to make radical changes to their recruitment policy after figures released last week revealed an annual wage bill of £53million and debts rising to nearly £15m.
Buying senior Premier League players on big wages, such as record signing Peter Crouch, will be replaced by younger players and more foreign players under new technical director Mark Cartwright.
