Newcastle United head of recruitment Steve Nickson is in South America this month.
Nickson is working closely with the management firm, ROGON, which have close ties with Hoffenheim.
Newcastle twice broke their transfer record to sign two South Americans, Miguel Almiron and Joelinton, in 2019 and expect more to follow in the coming years.
"We have a partnership with every club where we have players," Christian Rapp, Joelinton's agent and the managing director of ROGON Brazil, told ChroniclelLive.
"Automatically, this forms a partnership but technically an 18-year-old boy from Brazil is currently still a problem in the UK. It might change with Brexit or not.
"If you put the legal away, the Premier League is not the ideal place for adapting to Europe so it's not the natural place we can go but Newcastle is the perfect step for a player who is on the rise and has not arrived yet to the absolute top. We consider ourselves a partner of Newcastle, for sure. We want them to succeed because Joelinton will succeed."
