Manchester City believe manager Pep Guardiola will have already left his post as manager by the time they are sanctioned for financial breaches of Premier League rules.
Guardiola had previously suggested that he was staying at City despite the threat of sanctions because he believed the club when they stated they did not breach any rules.
KC Murray Rosen will chair a three-member commission to decide whether City are guilty, and the Premier League will then determine punishment.
According to The Athletic, City staff believe Guardiola will move on before the judgment arrives.
In 2020, City were successful in overturning a two-year UEFA ban from the Champions League that was also related to their Financial Fair Play rules.
