Bayern Munich's honorary president Uli Hoeness has revealed Manchester City offered €160m for Harry Kane last year.
Bayern have been linked with the Tottenham striker this season.
Hoeness told Sky Deutschland: "There is nothing above my desk. I am one of the nine members of the supervisory board who have a say in the executive board when it comes to large expenditures of more than €25m and I have expressed my personal private opinion here.
"I can imagine that one day a player will come and go to Bayern, who can cost about €100m, but I expressed my opinion in particular on the Kane case, he is almost 30 years old and last year Tottenham rejected Manchester City's offer of €160m, so I said that in this case, it would be fantastic if Bayern came close to such a transfer.
"However I am one of the nine members and if I say not to buy him and the other eight say he will be purchased, then he will be purchased. That's how it is in a democracy."
