The English FA want Tottenham striker Harry Kane to play in the U21 Euros.
The Telegraph says Spurs believe Kane deserves a summer break, despite him playing a huge part in helping the Under-21s qualify, scoring six times in eight games.
"That might be their argument,'' said Dan Ashworth, the FA's technical director.
"It's our duty as a national association to try and get our best players and most appropriate players to go to every single tournament. We want to go to tournaments as competitively as we can. We want to win them."
