Notts County boss Martin Allen feels the new Football League rule which limits clubs to five substitutes is to the detriment of up and coming youngsters. The decision has led Allen to make three of County's younger players, Liam Mitchell, Haydn Hollis and Lewis Whiteley, available for loan.
Allen told the Nottingham Post: "A lot of managers are unhappy. The rule does not make any sense.
"They are telling us in one breath we have got to make more homegrown players and then in the next they are taking away an opportunity to do that by not letting us give them places on the bench.
"It is to do with cost-cutting. All the chairmen and the chief execs of clubs voted for it so they don't have to pay appearance money for two young players or for a bedroom for them before an away game.
"It is pretty poor in the grand scheme of things when you might have a player who could one day be worth £2million and has come through our Centre of Excellence."
