Hull City vice-chairman Ehab Allam says money is available for "marquee" signings.
But Allam admits they're taking a long-term view to their transfer policy.
Allam told the Hull Daily Mail: "I have no doubt there will be a couple of marquee signings over the summer, and they are going to be long-term deals of up to three years, as you won't get players who are coming to a new environment, and taking something of a risk, without offering them that commitment.
"Obviously, we also have a clear idea of the areas we want to strengthen in, and a goalkeeper has been made a priority. We also need to add goals.
"That was a problem area for us last season, so we are aware that needs addressing as a priority too, especially heading into the Premier League. But, where we can build flexibility into the contracts, we will, and that is a big focus of what we are trying to do."
