West Ham are willing to improve on Kalvin Phillips' wages at Manchester City.
The England midfielder has agreed personal terms with the Hammers, says the Daily Star.
West Ham are matching his current £130,000-a-week wages, but have also included bonuses should nominated targets be met.
The deal will be for an initial loan to the end of the season.
However, West Ham have made it clear to the Phillips camp that they see the player as a long-term prospect.
