West Bromwich Albion claim they had no intention of selling Saido Berahino on transfer deadline day to Tottenham.
Baggies director of football administration Richard Garlick insisted his club's mind was already made up. The lack of time available to sign a replacement convinced them to hang on to the 22-year-old.
"It wasn't until deadline day that we received a third offer in the morning and then a final offer in the middle of the afternoon," said Garlick. "By which stage neither the offer nor the structure was acceptable and we were left without being able to get a replacement in for a player. That was it really as far as the club was concerned.
"If the price is right then you can use that money but you can't do it with six hours to go. We didn't want to be in a situation like we have in the past where we've done deals on the last day, because it's not good for the club."
