Arsenal are interested in St Etienne midfielder Blaise Matuidi.
The Daily Star Sunday says Matuidi has told Arsene Wenger he wants to sign for Arsenal.
But Wenger, who has £60million to spend, won't stump up a £13m fee for Matuidi.
Wenger has kept tabs on Matuidi, 24 - but he is not willing to budge from a £10m offer.
Matuidi said: "I am flattered by the interest from clubs abroad and I have always loved the Premier League. It is the best league in the world, so exciting. I really want to be part of that."
