The Premier League giants are being accused of speaking to Manuel Ugarte without Sporting Lisbon's permission.
Portuguese publication Correio da Manhã states that Sporting have threatened legal action.
They want to get UEFA and FIFA involved in the matter, as the governing bodies' rules state that clubs cannot speak to players of other teams without the permission of those teams.
In the worst case, Liverpool could even get a transfer ban, but that is seen as unlikely at present.
The player's agent recently stated that his client could be set for a move away from Sporting.
