The Portuguese duo are among several players that the national team has released after one game.
Portugal boss Roberto Martinez had an agreement with clubs on how to use their players.
The likes of Bruno Fernandes from Manchester United are also heading back after a 5-2 win over Sweden.
Younger and fringe players will be given a chance in their upcoming game against Slovenia.
Martinez said: "We have eight arriving for the second game. It's important to work on different concepts.
"Bernardo [Silva], Ruben Dias, [Joao] Palhinha, [Nelson] Semedo, Toti [Gomes], Rafael Leão, Bruno Fernandes and Goncalo Ramos are leaving."
