But GFFN in France claims a formal loan with an obligation to buy offer was turned down by Lyon.
They only wanted big money for the player, and their manager Rudi Garcia was reluctant to lose Dembele.
Spurs quickly moved on too Carlos Vinicius from Benfica instead, and signed him before the transfer deadline.
Dembele has scored 44 goals in 98 games for Lyon since arriving in the summer of 2018.
