However, Fulham want a lot more money for the midfielder, given the transfer window is close to shutting.
The source adds that Fulham are valuing him at £68.7 million, which may put off Bayern.
The Germans are being pushed to sign Palhinha by manager Thomas Tuchel, who admires the Portuguese international.
