FC Rostov midfielder Ivelin Popov is backing Artem Dzyuba for a move to England.
The Zenit St Petersburg striker was linked with Everton in January, but Popov says he should aim higher.
He told Sport-Express: "Manchester United? No, he can [go only] to Manchester City.
"In fact, there are cool players in the RPL, but not everything depends on the football qualities - the same marketing agents.
"Now hundreds of millions can be paid for a young player, in my opinion, this made football worse."
Dzyuba has just hired Jorge Mendes to get him a move to England this summer.
