Barcelona have signed Boca Juniors defender Santiago Ramos Mingo on a free transfer.
He will be initially registered with Barcelona B.
His move to the Catalan side has sparked controversy in Argentina, with Boca Junior's president Jorge Amor Ameal outraged with his departure.
"Nobody goes to Spain and speaks with Barcelona just because," he said.
"I understand that there are agents in the middle and we will be tough on this issue.
"We will set up a commission and we will sanction those who were involved in this."
Ameal went on to insist that the player still belongs to Boca.
"Legally we are in a position to state that the player is ours," he added.
"There is a clause in FIFA ensuring that the player belongs to us because of his income.
"Our lawyers are working and we will fight it."
