They feel they can now reduce the £70m they initially believed it would take to prise from Merseyside, down to £40m.
Barcelona will also stipulate in his contract that there will be sanctions in place should there be any more bites or similar behaviour.
Liverpool have always held the position that Suarez is not for sale, but should any potential legal challenge fail, his ban could lead to the Reds cutting their losses on a striker who has already served two bans during his spell at Anfield.
