Arsenal's new director of football Richard Garlick wants Emiliano Buendia to become his first signing at the club.
The 24-year-old has recently been called up to Argentina's squad for Copa America after helping Norwich City lift the Championship title.
The Canaries are willing to sell Buendia for £40m as they must part with a percentage of the money to his former club Getafe.
Garlick wants to ensure his tenure gets off to the strongest possible start, and that includes signing Buendia, according to the Daily Mail.
However, Arsenal are facing a serious threat from Aston Villa in their pursuit of Buendia.
The Villains are equally as infatuated with the attacking midfielder and are willing to meet Norwich's demands.
