The 21-year-old is desperate to move to the club, but Shakhtar are seeking a mega fee.
Even a proposal of approximately £55 million has been turned down, with Shakhtar wanting a fee similar to what Manchester United paid for Antony or Manchester City paid for Jack Grealish.
However, Arsenal hope that negotiations will eventually lead to a deal.
