West Bromwich Albion chairman Jeremy Peace says bringing in a football director has improved the club.
Peace says it is important the board has a say in squad building.
He told the Daily Mail: "We had been told in no uncertain terms what to do by the first guy who was here (Gary Megson) and then we were blamed when it went wrong. It was the wrong culture.
"The board had to exercise control over the way the club is run and so we brought in a sporting and technical director.
"We wanted someone responsible for the whole football side. The first-team, the coaching staff, the academy, sports' science, medical and recruitment.
"That guy would then sit on the board and be part of the budgeting process and know how the club was being run. He would be part of the inner sanctum.
"We found what we were looking for in Dan Ashworth."
