West Bromwich Albion boss Tony Pulis has repeated his opposition to foreign quota plans.
FA chairman Greg Dyke is keen to push through plans to tighten work permit criteria to limit the number of non-EU players in England, increasing opportunities for home-grown talent.
But Pulis is unimpressed by the plan, saying: "Saying that 12 Englishman should be in every Premier League club's squad is wrong.
"If they're not good enough, they shouldn't be in the squad. That's my argument.
"If you're talking about stopping top foreign players coming into the country, I don't think that's the way.
"I think bringing top players in to train, work and play with the top players in England should make them aspire to be better players themselves."
