Tottenham are eyeing PSG midfielder Yohan Cabaye.
Arsenal are chasing the France international for the January market.
However, France Football says the Gunners won't get a clear run at Cabaye, with Tottenham also interested in discussing terms with PSG.
Cabaye only moved to PSG a year ago from Newcastle United, but has found himself relegated to a limited role under coach Laurent Blanc.
PSG teammate Javier Pastore said recently of Cabaye: "I don't think that he wants to leave but it's true that we have a lot of midfielders.
"I hope he will make the best possible choice for him: either leave to get a game or stay here and earn his place."
