The Daily Mail says Spurs have made a £6million move for Davies.
New Tottenham manager Mauricio Pochettino has signalled his intent by giving the go-ahead for an opening bid.
In January, Fulham had a similar offer rejected by Liverpool and Atletico Madrid have also shown an interest in the dynamic full-back.
