Tottenham boss Harry Redknapp is desperate to buy goal scoring power this summer.
Redknapp admits their lack of form in front of goal has cost them.
"It is not a lack of killer instinct - we have strikers who normally score lots of goals in Defoe, Pavlyuchenko and Crouchy and unfortunately this year we haven't scored as many as normal," said Redknapp. "Sometimes it goes your way - you have goalscorers who go on good runs and unfortunately we haven't scored quite enough goals this year.
"But if you look at last year we finished three points ahead of City and they went out and spent another £130million to try to get above us. I wouldn't say there is much between the teams.
"[We may strengthen in attack]. It depends if we have any money to spend - we may not have. I don't know, I have not asked the chairman. The way we have to do it is to see if we can shift a few in the summer and try to bring one or two in. We lost Gareth Bale, who was tearing everyone to pieces. He was out for seven or eight weeks.
"Van der Vaart was so good winning games and suddenly he has looked a bit tired after the World Cup and coming back with no pre-season. I think that has been a big problem for us. We have played good football but not killed teams off."
