Spurs are prepared to go as a high as £15m to finally land Downing, although the full amount will only be paid if performance related clauses are met.
Middlesbrough manager, Gareth Southgate, is believed to be warming to the idea of sanctioning Downing's departure if it means he will be giving funds for his own recruitment plans.
