The 20-year-old is highly rated by scouts around Europe, but is not in favour in Turin.
He is not a favorite of manager Max Allegri at present, which has led to speculation about his future.
Spurs are eager to bring him into the Premier League and believe he can thrive under Ange Postecoglou.
However, they are unwilling to go above £10 million for the youngster, while Juve want a significantly higher fee.
The Italian giants are willing to sell Iling-Junior, but value him at just over £15 million.
